NPC Fix & Auto Fuel

After several suggestions from players in the server I have decided to lessen the skill of the NPC'S. To sum it up they are less accurate and more likely to run away if a big group of players is heading towards them.
As well I have added in auto fueling. This means you can pull up to any GAS STATION, scroll wheel and hit refuel while you are in the vehicle. This also works on any helicopter and biplanes. Please note that you should still keep a jerry can in a car just for emergency's. YOU CANNOT AUTOFUEL YOUR CARS / HELICOPTERS AT RUSTY FUEL TANKS & REGULAR FUEL TANKS, YOU STILL NEED JERRY CANS FOR THOSE
